Context

In rural and peri-urban Fiji, schools and community groups often work with uneven connectivity, limited device access, and patchy digital literacy. Standard approaches—brief workshops followed by remote delivery—failed to surface real needs or constraints. Teachers, community volunteers, students, and parents needed tools that matched their daily rhythms and constraints, and that respected cultural norms of decision-making.

The challenge was to support digital learning and coordination without imposing heavy platforms or extractive data collection, and to do so in a way that strengthened local ownership rather than dependency. The work had to fit around school timetables, community events, and seasonal labour, not the other way around.

Talanoa—the Pacific practice of open, trust-based dialogue—framed the engagement style. It required time on the ground, returning to the same groups, and treating feedback as an ongoing conversation instead of a one-off input session.

What we did

Used talanoa-style engagement to listen first, prototype later. Conversations happened in classrooms, community halls, and homes, focusing on how people already organised learning and communication, not on ideal future states.

Piloted simple, low-tech and hybrid approaches—paper plus lightweight digital—so activities could continue when connectivity dropped or devices were shared. This included printable materials paired with basic messaging-based coordination.

Returned repeatedly with small iterations, letting communities decide what to keep, drop, or defer. Each round clarified governance questions such as who updates content, who administers access, and how often updates were realistic.

Kept configuration and onboarding within the capability of local teachers and volunteers so that no specialist support was required for routine changes.

Documented in plain language and left materials locally (not on external drives) so communities retained control over assets.

What we learned

Co-design is a relationship, not a workshop. Trust and pace matter more than feature lists.

Low-tech and hybrid approaches often outperform sophisticated platforms when access and skills are uneven; paper-plus-simple-digital kept classrooms moving when power or data failed.

Ownership grows when communities can change content and workflows without waiting for external support. Where change rights were limited, engagement dropped quickly.

Early wins are small: clearer handouts, simpler sign-ins, and less friction for teachers and parents.

Budgeting time for multiple visits is essential; later feedback surfaces governance and sustainability issues that early sessions miss, including who pays for printing or data.

Language and framing matter; metaphors grounded in local practice made guidance stick better than technical jargon.

Low-tech did not mean low-ambition; it meant designing for the realities people live with every day.

Patterns that repeat in Pacific delivery

Adoption tracks with how well tools fit the daily and seasonal rhythms of schools and villages.
